Regional Training Network for Scaling up of pro-poor Value chain Programme

Overall goal

Governments and IFAD implementing partners in India, Indonesia, China, Myanmar, Bangladesh, Vietnam and Laos are identifying, designing, successfully implementing, measuring and scaling up pro-poor value chain initiatives that increase incomes of the rural poor.


  • IFAD is the donor of this project;
  • HELVETAS Swiss Intercooperation and Hivos provide supervisory and fiduciary functions related to financial management and administrative services for the project.


  • To establish a self- sustaining facility-based on a network of regional and national centres of excellence- to provide the technical expertise and training required to support IFAD’s executing partners in developing and scaling up value chain initiatives.


  • A network of regional and national centres of excellence in Value Chain and Market System Development with certified trainers, updated training curricula and strong national training partners will be established to build capacities of implementing agencies of IFAD- supported value chain programs;
  • Training of Trainers method (ToT) will be applied to build the capacity of Centres of Execellences from IFAD borrowing countries;
  • A Regional Training Fund (RTF) as a ‘revolving fund’ will be established to provide advance funding (on full cost recovery terms) to the Network’s training institutions so that these institutions can sustainably finance the development, roll-out and delivery of targeted training programmes;
  • A fee structutre will be established for trainees that will allow the Regional Training Network to reach operational self-sufficiency by the end of the project to ensure the RTF continues sustainably deliver training.


  • a network of centres of excellence is in place for jointly fulffiling local training requirements in value chain development and in M&E for scaling up;
  • Goverments and excecuting partners have affordable and prompt access to local or regional technical expertise needed to develop effective and sustainable value chain interventions;
  • Project M&E systems strengthened and oriented to feed learning & scaling up.
