Review of Regional Beef Market and Trade in China and Southeast Asia

OVERALL GOAL

To develop national beef industries, reduce disease risks associated with trans-boundary trade in the region, and improve cattle and beef trade environment for small-medium holders by reviewing available data and information, and designing commodity- and region-specific modelling approach and techniques, that enable robust forecast and simulation of policy and trade scenarios in Southeast Asia, China and Australia.

IMPLEMENTING AGENCY AND DONOR

  • The project is implemented by HELVETAS Swiss Intercooperation Vietnam and the University of Queensland. HELVETAS is responsible for data, fieldwork, consultation and reporting in the Mekong region (Cambodia, Laos, Myanmar, Thailand and Vietnam), while the University of Queensland is responsible for these in Timor Leste, Indonesia and China.
  • The Australian Centre for International Agricultural Research (ACIAR) provides funding support.

KEY PARTNERS

Key partners include relevant governmental Ministries and Sub-departments (Livestock) as well as private sectors (traders, processsers, export/import companies, wholesalers, retailers, smallholder cattle raisers) in China and Southeast Asian countries.

OBJECTIVES

  • Review and collate data on cattle and beef industries in the region;
  • Review and investigate selected trans-boundary cattle and beef trade flows;
  • Review modelling approaches, identify partnerships and design a Phase 2 project.

METHODOLOGY

  • The project will meet its objectives through a combination of methods including literature and data reviews, targeted fieldwork, face-to-face meetings and consultations, and a project workshop. A data template is developed at the outset of the project to enable consistent information and statistics to be collected from the seven countries. The collected data is cross-verified;
  • Fieldwork on specific trade flows are conducted through: a) literature and policy reviews; b) sourcing where possible trade permit data; c) identification and visits to trade stakeholders (traders, transport operators, holding/inspection points etc.); d) reporting / mapping. Questionnaires and field reports will be developed for all fieldwork.

KEY EXPECTED RESULTS

  • Key data on main livestock is reviewed and collated in order to provide context on the development of cattle and beef industries from sub-national to national and regional levels;
  • Information on specific trans-boundary trade flows, that are not well understood, is well documented;
  • A mature Phase 2 proposal guided by ACIAR project template and project development processes is developed and submitted. The Phase 2 project will be expected to start in September 2015.
